Sažetak
|
HR: Zbog promjene životnog stila, većih poslovnih prilika, bržih i kvalitetnijih javnih usluga te drugih prednosti koji nudi grad, sve veći broj stanovnika napušta ruralna mjesta te migriraju u gradove. Razvojem gradova u 20. stoljeću nastao je koncept pametnih gradova koji u današnjem svijetu nema univerzalnu definiciju. Za njegov razvoj vrlo važnu ulogu ima fiskalna autonomija lokalne vlasti te načini na koji je pametan grad financiran. Obzirom na vrlo oskudan broj teorijskih istraživanja predmetne tematike s jedne strane, te važnosti i uloge pametnih gradova u turističkim destinacijama, istraživači doprinose teorijskoj i empirijskoj znanstvenoj literaturi provedbom jednog takvog istraživanja.
Cilj istraživanja je istražiti i analizirati načine financiranja pametnih gradova, njihov značaj za turističku destinaciju te učinkovitost lokalnih vlasti u razvoju pametnih gradova. Istraživanje polazi od glavne hipoteze koja tvrdi za da razvoj pametnih gradova u destinacijama potreban je učinkovit i održiv način njihovog financiranja koji ukazuje na njihovu razinu fiskalne autonomije u destinaciji. Rezultati istraživanja će biti primjenjivi u teorijskom smislu kroz unapređenje teorijsko utemeljene spoznaje o konceptu razvoja pametnih gradova i načinima financiranja te u aplikativnom smislu kroz detaljne razrade adekvatne metodologije empirijskog istraživanja o učinkovitom i održivom financijskom sustavu lokalnih vlasti za daljnji razvitak pametnih gradova u destinacijama. Navedeno istraživanje će provesti tim mladih istraživača okupljenih pored matične institucije, i druge institucije iz okruženja unutar Republike Hrvatske te međunarodnog okruženja čime će se proširiti istraživački portfelj Fakulteta za menadžment u turizmu i ugostiteljstvu, Opatija i Sveučilišta u Rijeci .

EN: Due to lifestyles changes, greater business opportunities, faster and higher quality public services and other advantages offered by the city, more and more people have been abandoning the countryside and migrating into cities. In the 20th century, the development of cities has given birth to the concept of smart cities, which still lacks a universal definition. The fiscal autonomy of local government and ways of financing smart cities play an important role in their development. Considering the significant scarcity of theoretical research into the subject matter on the one hand, and the importance and role of smart cities in tourist destinations on the other, researchers greatly contribute to both theoretical and empirical scientific literature by looking into this matter.
The aim of this research is to investigate and analyse ways of financing smart cities, their significance for the tourist destination they belong to, and the effectiveness of local governments when it comes to their development. The principal hypothesis of the research is that smart city development in tourist destinations requires an effective and sustainable way of financing which indicates the level of their fiscal autonomy within the destination. Research results are theoretically applicable via the advancement of theoretically backed insights into the concept of smart city development and their financing methods, and practically applicable through the detailed development of a methodology appropriate for empirical research into effective and sustainable local government financial systems set up for the further development of smart cities in tourist destinations. The research will be conducted by a team of young researchers gathered under their parent institution and other institutions within the Republic of Croatia, as well as international ones, which will broaden the research portfolio of the Faculty of Tourism and Hospitality Management in Opatija and the University of Rijeka .
